How would I create a delay time between a camcorder and a TV that displays the image?

I want to connect a video camera to a TV As you can see the video on television, just like a webcam. But the difficult part is, I wish that there is a delay on the footage, the camera takes in that it show you on television, say, 20 minutes. For example, if people walk into the room and camcorder captures them in 30 minutes for people to walk into the room would appear on television. Thank you

This should not be too difficult. Most TV capture cards come with DVR software which allows you to actually pause a live program. Naturally not something that really is paused, it just starts recording to your hard drive. Here's what you do: Select the camera as your video source, start recording, then press Pause. After 20 or 30 minutes, press Play. The camera will continue recording while playing what has already happened.
