The hiss is a broad-band noise components, ranging from below 50 Hz to supersonic frequencies above 20 kHz. What you actually hear is a function of audio frequency response of the TV and any peaks and valleys in it. Since there is a stereo sub-carrier at 19 kHz, the high frequency cut off far below that, just as with the FM radio. Speaker and its frequency response is also an important contributing factor.
